Planning Applications for Westbury Estate

On the 27th February Lambeth’s Planning Application Committee resolved to grant full planning permission, subject to the signing of a legal agreement, for 64 new Council Rent Homes on Westbury Estate across two sites; Block E, by the bus stop in front of Durrington Tower, and block C2 where the existing garages are.

On the 20th March Lambeth’s Planning Application Committee resolved to grant outline planning permission, subject to signing a legal agreement, for the wider masterplan for the Westbury Estate. The outline planning application sets out the maximum number of new homes, the height of new buildings and their position in relation to surrounding buildings. There will be further applications before anything is built called Reserved Matters applications. These are used to agree the material, flat plans, landscaping and parking etc.


Key Facts

All existing residents will get a new home
All the 38 remaining secure tenants on Westbury Estate will get a new home at council rent which meets their needs based on a detailed assessment of their situation.

New affordable homes
In addition to the 38 existing residents that will be provided with new council level rented homes, the proposed development delivers 64 new council rent homes (as part of St James Phase 1), a further 33 new homes for people on the council’s waiting list and 18 shared ownership homes for existing homeowners.

Balanced communities
In line with the council’s commitment to build ‘mixed and balanced’ communities, a proportion of the new homes will be intermediate homes for rent or shared ownership homes for existing leaseholders wishing to stay on the estate. These homes will provide housing options for those Lambeth residents that don’t qualify for social housing but are priced out of the private sector.

New private homes
The new affordable homes are funded by Homes for Lambeth (HfL) building new private homes on site. Westbury Estate includes up to 181 private homes which are needed to pay for the delivery of the affordable homes.

Cllr Paul McGlone, Deputy Leader of Lambeth Council said:

“I’m pleased that planning permission has been given for the rebuilding of Westbury Estate, providing a new home for every council tenant and additional council rent homes for local families as part of our commitment to tackling Lambeth’s housing crisis. We are delivering on our guarantees to existing tenants and resident leaseholders to provide them with a brand new home built to the highest standard on their estate – and the overall scheme will provide dozens of new genuinely affordable homes for local people.”

Phase 1 Construction Management

St James hope to start works in Summer 2018 and over the coming weeks you may see people in public areas of Westbury Estate preparing for this. 

Preparation Works Coming up in April 2018

St James will complete the following works around the site of Block E (in front of the bus stop) and Block C2 (where existing garages are):

  • Slit trenches - Localised digging of trenches to clarify positions of utility supplies. 
  • Ground investigation & archaeological assessment - Approximately 10 window samples will be taken and monitoring wells will be installed. An archaeologist will also be present to take samples from the same boreholes. A window sample is a short action that would take 2-3 hours on average and involve a small tube being pushed into the ground.


Each area of work will be fenced all the way around to make sure the area around the hole is safe. 

Construction Management Q&A

What will the core working hours be?
Monday –  Friday: 8am – 6pm, Saturday: 8am – 1pm
On occasions where these need to be extended residents will be notified in advance where possible.

Where will deliveries be taken from? Block E deliveries will be taken into the site from Portslade Road. Block C2 deliveries will be taken in from St Rule Street. All vehicles are marshalled into the site compounds and unloaded here.

Will it be safe to walk through the estate? Yes, there will always be a safe route through the estate however some existing routes may be affected.

How will St James deal with dust? Mitigation measures will be undertaken in order to reduce the severity of dust; the sites will have hoarding to contain dust in the site and the perimeter will be hosed down regularly with water to avoid air born dust. 

How will St James deal with noise? The really noisy parts tend to be the foundation works which are for a limited period of time. Noise will be monitored continuously throughout the build and measures will be undertaken to try to mitigate noisy works at the boundaries. In year 2, the construction will focus on fit out and therefore there will be less noise.

Towards the end of February, we held a review meeting with residents from the Resident Engagement Panel (REP). Now that Lambeth Planning Application Committee have made a decision about both the outline and full applications we wanted to find out about what matters most to residents over the coming months;

  • Residents were clear that new homes should be of the highest quality (with a choice of finishes) and that the new development should be well managed.
  • Above all residents want to be sure that they will be able to afford to live in the new homes and that the Council needs to provide clear information that this will be the case.
  • Residents were also clear that the Council needs to show how residents will be supported before, during and after the moving process. 
  • Several older residents requested more information about the support in place for elderly and vulnerable residents. 
  • There needs to be clarification about disturbance payments as well. In particular how much and how will payments be made.
