Planning Application Comments Deadline - 26th January 2018

This is a reminder that the deadline for comments for both Lambeth’s outline application and St James’ full application is Friday 26th January 2018.

Planning Applications Reminder

In the last newsletter we confirmed that Lambeth have submitted an outline planning application for Westbury Estate. The reference for the outline application is: 17/05991/OUT

In addition, the St James full planning application for Phase 1 has also been submitted and the reference is 17/06112/FUL

What is the difference between outline and full planning?

As we have set out previously, the outline planning application will set out the number of new homes, the height of the new buildings and their position in relation to the surrounding  buildings. There will be further applications before we build anything called Reserved Matters applications. These are used to agree the material, flat plans, landscaping and parking etc.

The full planning application submitted by St James for Phase 1 (Block C2 & E) contains much more detail on what the new buildings will look like and what materials will be used.

The diagram below indicates what has been submitted by Lambeth as an outline application and what has been submitted by St James as a full planning application.

These meetings are open to all residents and discuss matters relating to the regeneration of Westbury Estate. The next meeting is on the 31st January and includes discussions on the following topics:


St James Update

Ruth Cunningham from St James will attend and set out the upcoming timetable for Phase 1 subject to planning approval.


The commercial space at the base of Block E

Lambeth have gathered some initial thoughts for how the space at the base of Block E could be used including a café, a space for housing management and trying to bring together all the different services Lambeth offer into a space more easily accessible by residents.

A  discussion on these ideas will be included at the January REP meeting.


Construction Management Plan

We know that residents want to talk about how the construction process will be managed and have already voiced concerns about people who work  nights and will be disturbed by the noise; rodents disturbed through the construction; dust; and vehicle movements. There will be an opportunity to ask questions, make comments and hear how St James intend to manage the construction of Phase 1 to minimise disruption to residents.

Compulsory Purchase Order Update

Lambeth are aware that leaseholders have questions and concerns about the CPO process but want to remind residents that the cabinet decision to start the CPO process will not be taken until Summer 2018.

This will be followed by a period of referencing whereby the Land Referencing Agency will write to all residents, and known owners of related property interests, to verify and obtain more  details.

The actual CPO process itself might take up to 2 years from this date but the voluntary negotiations  with leaseholders will be ongoing throughout this period.

Your Independent Advisors will arrange a CPO workshop for leaseholders following the summer cabinet decision when the process itself actually starts.

Independent Resident Advisor Update

Your independent advisors

Happy New Year to all of you and we hope  you are all enjoying the year so far.

We are very proud to have supported Westbury residents as the regeneration proposals have moved forward and we hope we have helped you to influence and shape the Council’s plans. Now that the planning application has been submitted we expect the REP meetings to look at wider issues such as housing management, service charges, living costs and valuations of the new homes. We expect the Council to develop a Local Lettings Plan this year and have asked the Council to consider the needs of residents in the Towers when developing the Local Lettings Plan.

We will also organise a review meeting with REP members to look at our work with you so far as well as your priorities for the future.
