Lambeth Council Update

What is happening at the moment?

As we wrote in our September newsletter, there has been a legal challenge to the procurement process for the Development Management Team (DMT). After considering our position following this legal challenge, we concluded that it is in the best interest of residents and the programme not to proceed with the proposal to award the DMT contract to Mace. 

We remain fully committed to the rebuilding of the Fenwick Estate and we are now commencing a new procurement programme to appoint a Development Management Team.

We made this decision because contesting this challenge would not help us move forward with building the more and better homes which are needed and would only have create unnecessary delays, costs and uncertainty for residents. We very much regret having to take this course of action and, while we remain of the opinion that the procurement was carried out in a manner which was legally compliant, we would like to apologise for the current situation.

Housing Needs Survey

As a part of the rebuilding of Fenwick Estate we have now started the Housing Needs Surveys with residents. In line with our Key Guarantees we need this information so when we are working with you and your neighbours to develop the master plan for your new estate, we can ensure that the new homes are designed and built to meet your requirements.  

To do this, officers will need to meet with you at your home to talk about your housing needs, ask you some questions about you and your household and answer any concerns you may have. We will provide details of the support that will be available to help you through this process.

We have initially started Housing Needs Surveys for tenants only and over the coming year we will visit all residents across the estate. We will be scheduling home visits on a block by block basis and will write to you when we are about to start the surveys on your part of the estate. There will be morning, afternoon and evening appointments available.

Fenwick South Update


New homes will be built on a number of sites next to the railway. This won’t mean demolition of any existing homes. TfL is currently planning to begin clearing the site for Fenwick South in April 2018 so you will see some enabling work starting. We will update residents when we have more information on times and which areas will be cleared.  

These new homes will be for existing residents to move into ready for the first homes to be replaced at Fenwick. We have a target completion date for the Fenwick South Homes for Autumn 2020.

Activities at No.66 - Hub Update

You may remember team make:good from their work with residents from November 2015 - March 2016. Lambeth have asked us to help them work with residents over the next 6 months while the Development Management Team procurement is carried out. 

We will be reaching out to residents and inviting them to get involved in a range of activities, of different styles and at different times to make sure as many residents as possible are aware of the regeneration programme and can get involved. We will be arranging:

  • Fortnightly Coffee & Cake at 66 Willington Road where residents can drop in, find out more about what is going on and talk to the team.
  • Study Trips to see example new homes and gather feedback on new spaces and places. 
  • Understanding Fenwick Estate by gathering insight on how people move through the Estate and how the outside spaces are used.
  • Memory Archiving. We will be collecting stories, objects and photos from life on Fenwick Estate past and present and working with residents to transform these into something visual for the garden.
  • Gardening Activities - We know how important the outdoor spaces around peoples’ homes are and we will be trying out some of the ideas for these, including food growing, in the garden at 66 Willington Road.
  • Visiting other REP Meetings - We have been working on two other estates in Lambeth over the past 18 months are we will be visiting these estates so that you can talk to residents who have been through the process and have just had planning applications submitted for their estates about how they have found the process.

Resident Engagement Panel (REP) Meetings

Lambeth’s REP are an important part of how we engage with residents affected by regeneration. 

A Resident Engagement Panel is a group that:

  • The Council can give information to, so they can understand the background to regeneration options.
  • Means that residents can have their say on issues affecting them.
  • Acts as a sounding board for Council Officers and Council Members so they can understand issues from a resident perspective.
  • REP panels are not decision-making bodies. Nevertheless, they have an important role to play in relation to consultation, ensuring the views of residents on the estate are considered when decisions are made by the Council.

Council Drop ins

Tuesdays 10am - 5pm, Fortnightly on Mondays 5pm - 8pm, 66 Willington Rd

Jonny Moore & Bashir Miah are the Lambeth Project Team for Fenwick Estate. They hold regular drop in session in the Regeneration Hub, 66 Willington Road for all residents of Fenwick Estate. You do not need to make an appointment, just drop in and talk to Jonny or Bashir to ask questions about how the plans might effect you as a home owner or a tenant. Paul Gordon from Decant Team will be available at the fortnightly Monday evening session to provide advice on decant and rehousing issues.
